Renewal of Neighbourhood Forum

The Fortune Green and West Hampstead Neighbourhood Forum has applied to the Council to be formally re-designated as a neighbourhood forum, in accordance with the Town and Country Planning Act (1990) and neighbourhood planning regulations. The Forum was established in 2013 and after 5 years in operation must now re-apply if it is continue to be to formally designated.

The Council has consulted residents and other interested stakeholders on this application.

A decision is expected to be made in early April.

Any comments should relate to whether the Forum should be designated as a neighbourhood forum for another five years. This consultation does not relate to the adopted Fortune Green and West Hampstead Neighbourhood Plan.

If the application is agreed, the Fortune Green and West Hampstead Neighbourhood Forum can make modifications to the Neighbourhood Plan for the area or prepare a replacement Plan. A neighbourhood plan is a statutory planning document setting out general planning policies for the development and use of land in a neighbourhood.  Camden adopted the current Fortune Green and West Hampstead Neighbourhood Plan in 2015.  No changes are being proposed to the designated neighbourhood area, which is shown in the application.

Neighbourhood Area and Forum applications

On 9 May 2013 the Council approved the designation of the Fortune Green and West Hampstead Neighbourhood Area and Neighbourhood Forum. Public consultation on the applications for the Fortune Green and West Hampstead area and forum took place from 31 January to 15 March 2013.

Plan Submission

The Fortune Green and West Hampstead Neighbourhood Forum submitted their Neighbourhood Plan to the Council in September 2014.

The Council consulted on the documents above which closed on 31 October 2014.

Examination

The Council, with support from the Fortune Green and West Hampstead Neighbourhood Forum, appointed Mr John Parmiter to hold an independent examination on the Plan. A public hearing was held on 11 December 2014 in Hampstead Synagogue.

The Examiner’s report January 2015 concluded that, subject to the policy modifications recommended being made, the Plan will meet the Basic Conditions and should proceed to a referendum.

Referendum

A referendum was held on 9 July 2015. The referendum question was “Do you want London Borough of Camden to use the Neighbourhood Plan for Fortune Green and West Hampstead to help it decide planning applications in the neighbourhood area?”

The Neighbourhood Plan passed referendum with a YES vote of 93% (referendum result).
